Mr. Vásquez Disla is a founding partner of the Law Firm De Camps, Vásquez & Valera and serves as the firm’s co-chair of the Business Law Practice group. His law practice has been focused on representing clients operating or directing investments in regulated sectors of the Dominican economy, such as mining, energy, renewable energy, oil & gas, finance, banking, aviation, and telecommunications.

He has worked on structuring and implementing foreign direct investments in the country, on project finance transactions, mergers and acquisitions, as well as on Public/Private partnerships and joint ventures. He has also participated in important transactions in the mining and energy sector; advising and working with real estate developers on infrastructure and touristic projects in the country. Mr Vásquez Disla is currently a Professor, at his alma mater, “Pontificia Universidad Católica madre y Maestra”, at a course on Energy Projects and Permits as part of the Master´s Program on Renewable Energy.

Professional Career and Work Experience

Mr. Vásquez Disla started his career working in one the most prestigious law firm in the country where he diligently worked as part of the International Practice Group and assisted clients on structuring and executing foreign investments in various areas of the local economy in complex matters including regulated sectors, project finance transactions, as well as corporate mergers and acquisitions. He then went on to work, in Barcelona Spain, as internal legal advisor at the Banco Sabadell (2001-2002) where he gained experience working in the financial sector in Europe with emphasis on structuring, implementing and securing of international financial transactions, including institutional private lending, securitization and project finance.

From 2001-2006 he returned to the Dominican Republic and assumed the position of Legal Director at Empresa Generadora de Electricidad Haina, S.A. where he worked on project finance and on regulatory matters within the energy sector. To this day, Mr. Vásquez Disla works as founding partner and co-chair of the Business Law Practice group at De Camps, Vasquez & Valera. Working in De Camps, Vasquez & Valera he has provided legal advice to clients on structuring and placing foreign direct investments in the energy, telecommunications, infrastructure and Oil & Gas, among other sectors of the economy and provided legal advice to several utility companies on projects relating to renewable energy generation (Wind, Solar and Biomass) in the Dominican Republic, including the design, permitting, EPC and PPA negotiations, financing and commissioning.

Education and Awards

He studied Law at the "Pontificia Universidad Católica Madre y Maestra" in the Dominican Republic (LLB, 1999), and obtained a Master degree in Business Law at the University of Pompeu Fabra, Barcelona, Spain (LL.M., Business Law, 2002). He also completed the Enforcement of International Law Summer Program at the University of Helsinki, Finland; and participated at the Basic Concepts and Strategies at an International Commercial Arbitration Conference at Panama, and at the 3rd International Chamber of Commerce YAF Global Conference at Paris.

Mr. Vásquez Disla completed Masters degrees in Economic Regulations (PUCMM-RSTA), Constitucional Law (UNIBE), and Justice and International Law (Fordham University, NY). He completed technical degrees on “International Human Rights and Humanitarian Law” from the Academy for International Human Rights and Humanitarian Law from American University Washington College of Law.

He won first Prize for his Essay on Human Rights, 2013 Edition; and, mention of honor, for his Essay on Human Rights, 2014 Edition. Both were later published in the American University International Law Review. He also clerked for Judge Denny Chin at the Federal Appeals Court of the United States, Second District (2016).
