His law practice is focused on representing clients operating or directing investments in regulated sectors of the Dominican economy, such as: mining, energy, oil & gas, finance, banking, aviation, and telecommunications. He also advises real estate developers on tourism and infrastructure projects in the country.

Professional Career and Work Experience

Before the foundation of the firm, Mr. Vásquez worked in other prestigious bureaus of the Dominican Republic, where he assisted clients in issues regarding foreign investment in various sectors of the local economy.

He also worked in Barcelona, Spain, as an in-house legal advisor of Sabadell Bank, where he acquired working experience in the financial sector of Europe, specifically in the structuring and execution of international financial transactions, including private financing, securitization, and financing of projects. Upon his return to the Dominican Republic, held de position of Legal Director at Empresa Generadora de Electricidad de Haina, S.A., where he gained experience in operations development, project finance and regulatory issues within the energy sector.

Currently, he is the managing partner of the firm De Camps, Vásquez & Valera, where he offers legal advice to clients in the placement of direct foreign investments in the fields of energy, telecommunications, infrastructure and petroleum and gas, among other regulated sectors. He also advises clients on generation of renewable energy projects (wind, solar and biomass) in the Dominican Republic, especially in aspects concerning its establishment, permits and licenses, financing, subscription and implementation of Engineering, Procurement and Construction (EPC) Contracts and Power Purchase Agreements (PPA).

Education and Recognitions

Law Degree from Pontificia Universidad Católica Madre y Maestra in the Dominican Republic (PUCMM) (1999). Subsequently, he obtained a Master of Laws Degree (LL.M) in Business Law at the University of Pompeu Fabra, Barcelona, Spain (2002), and completed the Summer Program for the Application of International Law at the University of Helsinki, Finland (2002).

Memberships and Teaching Positions

Member of the Dominican Bar Association (Colegio de Abogados de la República Dominicana).

Arbitrator of the Center for Alternative Dispute Resolution of the Chamber of Commerce of Santo Domingo.

President of the Board of Directors of the British Chamber of Commerce (BRITCHAM). Member of the Board of Directors of the Chamber of Commerce of Trinidad and Tobago in the Dominican Republic.

He was a professor of the subjects “Private law” at the law school of Universidad Iberoamericana (UNIBE), and “Energy and Permits” at the master’s program in Renewable Energy of the Pontificia Universidad Catolica Madre y Maestra (PUCMM). He has also been a panelist in both national and international congresses and forums on energy law.
