His practice is focused on advising clients in regulatory matters, as well as in litigation on matters regarding civil law, commercial law, election law, constitutional law, and administrative law.

He also advises clients in operations and corporate transactions, especially for regulated markets.

Professional Career and Work Experience

Prior to joining the firm, Mr. Reyes Torres worked as an associate of a prestigious law firm, mostly on litigation matters, and subsequently, at the Constitutional Court of the Dominican Republic as a temporary law clerk. When the team was formed, he became the coordinator of the Case Law Rapporteurship Unit of the Constitutional Court and, finally, he was part of the legal-administrative team, who worked in the implementation of the file management system in its first two phases.

He was an intern in the Federal Court of Appeals of the United States of America for the Second Circuit of the City of New York, for the honorable judge Denny Chin. Likewise, he was part of the team of editors of the Fordham International Law Review and of the team of writers and researchers at "Rights Wire" from the Leitner Center for International Law and Justice at the University Fordham School of Law.

At De Camps, Vásquez & Valera he occupied the position of head of the litigation and dispute resolution department, and is currently a partner of the firm, and the director of the regulation and government department.

Mr. Reyes Torres represents clients before both centralize and decentralize public administration agencies, as well as on litigation of complex cases before the tribunals of the Judicial Brach, Superior Elections Court, and the Constitutional Court. He actively evaluates and comments on legislative bills and draft regulations of interest for regulated markets. Also, he advises clients in cases of conflict of laws before foreign jurisdiction in which Dominican law is the applicable law.

He has negotiated and advised in the structuring of project financing in the tourism and energy sectors, as well as in the negotiation of high scale debts. He has also advised financial and insurance institutions on the incorporation of both local and foreign representative offices and subsidiaries.

Education and Recognitions

Amaury A. Reyes Torres studied law at the Pontificia Universidad Católica Madre y Maestra (2007). He completed his master's degree in Economic Regulation Law at the Pontificia Universidad Católica Madre y Maestra (2009); Constitutional Law at Universidad Iberoamericana (2012) and Justice and International Law at Fordham University School of Law, NY (2016); as well as various diplomas in the field of litigation, contracts and public law.

He completed technical degrees in "International Human Rights and Humanitarian Law" from the Academy of International Human Rights and Humanitarian Law of the American University’s Washington College of Law. He won first prize for his Essay on Human Rights, 2013 Edition; and, honorable mention, for his Essay on Human Rights, 2014 Edition. Both were later published in the American University International Law Review.
